This pole is devoted to the study of the transformations of the field of higher education and research since the 1980s. This period is generally associated to a “neo-liberal”, “managerial” or “capitalism” turning point of the field in most industrialized countries facing, in particular, the progressive rise of the “new public management” ideas and practices, and a strong and renewed attention to the question of evaluation.

The research activities of the pole mainly concentrate on higher education and research policies, including, more particularly, evaluation policies. The following dimensions delineate the research activities:

– an attention paid to the plurality of the actors involved or concerned at international, European, national and regional levels (public authorities; higher education and research institutions; public and private agencies; media; associations; unions;…);

– an interdisciplinary perspective in the social sciences, by taking into account the contributions in political science and sociology as well as in the field of history and media and communication studies;

– a focus not only on social and conceptual dimensions but also on material and technological aspects of policies;

– a comprehension of the dynamics and articulations in the construction, circulation and appropriation of policies;

– a stress on instrumentation and instrumentalization of higher education and research policies, and evaluation.

This conception is partly itself impregnated by the socio-historical evolution of higher education and research policies and the renewal of their study in the social sciences.
